Who We Are...
Educational Opportunity Centers of PA is a nonprofit that manages two TRIO Programs under the U.S. Department of Education: Educational Talent Search (ETS) & Educational Opportunity Centers (EOC). TRIO Programs were enacted under President LB Johnson’s War on Poverty and the Economic Opportunities Act of 1964; today there are eight TRIO Programs that work to enhance the education and life of those seeking to advance their education.
What We Do...
Provide services on:Financial Aid Assistance & Financial LiteracyAssist with decision making activities related to careers & post-secondary education;Provide Strengths Assessment & CoachingProvide 1:1 assistance in our offices and at our referral partners in 9 counties;Conduct quality workshops (complete list on documents page).
Educational Opportunity Centers, Inc. provides FREE services to encourage and assist adults, as well as high school students in target area & target schools who are interested in continuing their education. Funded through the United States Department of Education TRIO program, we focus on assisting low- income, potential first- generation college students.

Youth Focus Grades 6-12
in Target Schools
The Educational Talent Search program is funded 100% by the U.S. Department of Education.
The mission of Educational Talent Search Program is to increase the awareness of post-secondary educational opportunities to eligible participants in the EOC, Inc. target schools in grades 7 through 12.
The ETS program provides services toward academic achievement to low-income and first-generation college students. 2023-24
Program goal: 1,000 in the following target school districts: Scranton, Wilkes-Barre, Hanover Area, Hazleton, and Shenandoah Valley
The Talent Search Program provides services both inside our Target Schools, in the community, virtually & at our offices.

The EOC Program is funded 100% by the U.S. Department of Education.
The mission of the Educational Opportunity Center Program is to increase the awareness of post-secondary educational opportunities available to low-income and educationally disadvantaged adult population that desires to pursue a post-secondary education and to assist 2,233 (2023-24) of these eligible adults in preparing for entry into post-secondary educational programs in our Target Area.
The Target area includes:
Columbia, Lackawanna, Lehigh, Luzerne, Monroe, Northampton, Schuylkill, Susquehanna, & Wayne CountiesThe Educational Opportunity Centers of Pennsylvania provides Financial Aid Assistance, help completing the FAFSA, the PHEAA, and guidance with college admission and career counseling in our 9 county target focus-adults 19 years and older. Workshops and one on one appointments are offered in all nine counties in our target area through our referral partnersFind us at your local PA Careerlink on a monthly basis.
